    [BASE]Legs - Torso - Shoulders - Arms[END]

In other words you can't rotate elements towards the end of the chain without having exerted force by elements that precede them.

Your legs exert a force on the ground which allows your torso to rotate which allow your shoulder to rotate which finally allow your arm to swing

The kinetic chain basically works opposite of gravity. Always start with the feet/legs to whatever motion you are performing.

Is there a definitive way/article as to how it is applied directly to tennis?

I would add Hips to the basic chain (other minor links are also possible):

    [BASE]Legs - Hips - Torso - Shoulders - Arms[END]

Are you talking about a specific stroke? The details of the chain will vary from one type of stroke to anther. For instance, the hip (rotation) link will usually play only a very minor role, if any at all, in most 1-handed BHs. However, hip rotation plays a significant role in the 2-hander, the FH and the serve. Some strokes include a forearm rotation (link) and sometimes even a moderate wrist link.
