I can't seem to find the rules where anyone on the court can stop play if the court conditions are dangerous. I'm interested to find out in case we go to an away match and the court is not fit to play from the start and we would need to refuse to start until another court is provided or something.

From what I was able to find online this would be determined by the onsite Referee or other official. Otherwise I believe that either person must demonstrate by showing probable cause of that the condition has a likely potential to harm someone or is unsafe for play.
