You can get rated by a USTA rater or you can start by playing tournaments, probably enter at 3.5 and when you can consisently beat players at this level or win these tournaments, then you are probably ready to move upto 4.0 or 4.5 thus your rating will be higher.

Oh gawd, this censoring software is getting on my nerves. The URL I tried to post above is http://www.tennis-express.com/NTRP.shtml, but take out the dash between "tennis" and "express". But be careful, because you might accidentally spell s-e-x.

Just to clarify, there is a difference between "rating" and "ranking".

"Rating" is what NTRP level you'd play at (i.e. 3.5, 4.0, 4.5, etc...).

"Ranking" is for tournament players that play at a specific NTRP or "Open" level. Typically the USTA will release your "Ranking" (if you play enough tournaments) at specific point in time (mid year, or year end) that tells you how you did compared to others at your level (i.e. if you were Ranked number 1, at 4.5 you'd be the highest ranked person in your section at that level).
