USTA rule change to NOT change ends after set w/odd games???

There is a guy going around my league telling everyone that there has been a USTA rule change this year and players are not to change ends or take a break after a set with an odd number of games (i.e. 6-1, 6-3, 7-6). His reasoning is that you get to take a break at 1-0 anyway, so this is a way the USTA is speeding up the game.

Is this true? I have searched but have not found anything definitive.

This sounds bogus for the following reasons:
- I thought at 1-0, you weren't supposed to take a break--just change ends--anyway.
- It would let one player play 3 games in a row on one side, which could be a big advantage.
- The pro's don't do this, and if anyone really needs to speed up the game, it's those guys ;)

Does anyone do this? Any thoughts would be appreciated. Particularily any links to where the rules talk about this would be a big help.

You are right. The other guy is either misinformed, or is feeding you BS.
