Vancouver Open is a challenger, so you'll see players ranked anywhere from 75 (possibly) on up. It usually depends on how many ATP events there are that week. The entry list will be out 3 weeks before and you might see names like Robert Kendrick, Paul Goldstein, Sam Warburg, Noam Okun and Zack Fleishman (that's a few off the top of my head, sorry if it seems too USA heavy). Challengers usually get players from around 100-ish on up, but I think Vancouver has $100k in prize money, so it offers more points and it might get a few higher ranked players who would rather play there than try to qualify for an ATP event that week.

One level below the ATP. It's just like an ATP event, 32 player draw, 16 team doubles draw, but the prize money and the points awarded are lower. It's like the Triple A level of professional baseball.
