I ran into a guy that was WAY above our league rating. He even admitted to playing half-speed. I found out he's an appeal player. I guess he appealed to play down for whatever reason.

So who decides to say yes or no to an appeal? The coordinator?

The computer. If your exact rating is within 0.05 points of the level you want to appeal down to, your appeal will work; if it is not, it won't.

The appeal of a Self-rate is typically done at a Sectional level. For instance you self-rate wanting a 3.5, but computer gives you a 4.0. You or your captain can appeal with documentation provided as to why you should get a lower rating. Examples such as severe injury now recoveing or have not played in 10+ years, etc...
