why cant the chair umpire call the lines
Then what will the players aim for when they serve down the T

Because umpire has no balls to make calls and need someone to blame. Seriously speaking, you can't be serious (if you played tennis once).
We do call most of the lines at futures and ITF juniors tournaments. Hardest type of officiating there is, especially when we are calling the center serve and far side lines.
When I read the title of this thread, I assumed it was about Hawkeye.
well we need them because the chair umpire cant call the shot if its to far away so the lines men to it
It is called parallax error. When you are not looking straight ahead, you cannot judge correctly.
As good as hawkeye is, I look forward to the day when we won't need it or linespeople. When the technology will make accurate calls instantly, without challenges or fallible humans.
Not to mention just the distance
