Why is Queens a Non-Countable Tournament?

Look at Murray's ranking points break down the 250 pts of Queen is under Non-Countable Tournaments. Why?

In Murray's case because he played in Dubai. 500 is counted before 250.

I don't understand, isn't each player allowed to have a few 500s and a few 250s towards his ranking points? Murray has only 2x 500 and 2x 250 so far.

GasquetGoAT, Andy Murray received a penalty for dropping out of Indianapolis too late last year or something. Therefore he'll be able to count Queens only AFTER his '0 points penalty' of indianapolis expires in a few weeks.
