Is it normal for a Wilson Ncode N1 to be glossy (coated in gloss) on one half of the racquet and unpolished (not coated in gloss) on the other half? This is strange, and I'm wondering if I should send it back. Is it supposed to be this way?

Does anyone think this cosmetic defect will affect the playability or racquet perfromance?

No, it's not supposed to be that way, if you got it off the auction site, good luck getting a refund. And no, it will not affect the playability of the racquet, if it is real (of course).
