Question for the TDs
 

There are a few tournament directors in my area that I beleive do a great job with thier tournaments, well run, fair, etc. If I wanted to send an email stating that, who do I send it to besides them? suggestions?

Go to your sectional website, e.g. southern.usta.com. Under "About us" tab there should be staff directory. Look for Director of Junior Competition or similar title.
