Depends on the situation...
Last fall, I played a guy in 3.5 tournament who had no business playing even at that level. Playing in his first tournament, he was slow, fat and basically couldn't keep the ball in play.

Annoying
Footfaulting is rampant in my USTA league, including guys on my team. I haven't seen anyone call it, though this is just my first year. It's highly annoying, but everyone else seems to accept/ignore...
