My understanding of this rule is that it is intended to keep the same teams from dominating different leagues. If you look at the geographic area in the Mid-Atlantic section, you can see where this rule came from. 3 Districts (MD, Wash DC and VA / NOVA) are so close together that players can easily play in all 3 Districts at the same time. I imagine it was a problem in the past and that's probably why that rule came to be.
Actually this makes alot more sense than it would restricting teammates playing across different NTRP levels.
I know many people that play in two leagues in MD and one in DC at the same time.
