If you go above a tax free sum you pay a tax (depending on country) for the item based on it's declared worth (for example clothes here are 10-20% of what the clothes are worth) and then you pay VAT (depending on country, here 22%) but for the sum with the tax.
So the VAT isn't calculated based on declared worth of the package but declared value WITH tax.
P.S.: There are also the costs of actually calculating the taxes you need to pay.
