In this case, my opponent did his part by showing up on time ready to play, so I didn't see a need to punish him for someone else's irresponsibility, making the individual match less fair to both of us and even making the computer-analyzed result in tennislink inaccurate.

So would you have taken the penalty or declined it?
Most men's teams here don't take late penalty's even though they can.

Most of us have jobs and getting somewhere by 6pm with crazy road construction, etc..., is difficult. (at least to the point where you cant be 2 or 3 minutes late)

The only time I would do it is if the other team had done it to us.

That's a pretty nit-picky rule anyway (about the lineup exchange) and a silly situation to take a game.

And I would leave it up to my players as to how they would want to handle it.

Either way though it sounds like that team has some real issues! (with communication....)
