Someone pointed out that players who get bumped have figured out how to go back down - that should be an easy fix.

I thought the self-rate questionaire asked about competition in other sports at high levels - so his 3.0 was too low to start. But I agree - as long as he wasn't throwing games to stay down, he'll move up fast enough.
