Not optimistic. I ran an old USPS del conf number (about 7 months old) and the online message was to the effect that no records existed.

Delivery status information is not available for your item via this web site. A return receipt after mailing may be available through your local Post Office.

Apparently, after 6 months, USPS purges the del conf record completely. I am amazed that any cc issuer would authorize a chargeback on a purchase that occurred 6 months prior. Most adhere to a 60 or 90 day policy (from the billing date when the charge first appears on a monthly billing statement.) As well, I am surprised PP allowed it and did not fight harder to contest the chargeback since it was filed so late. There should be a time limit.

This is why Paypal sucks. Penang did everything in accord with PP's rules and still lost his money. Also, given how cheap electronic storage is, there is no good reason that USPS can not preserve del conf records for a year.
