I don't think so either. I've watched it several times, and I can't find anything completely identifiable to being little Roj'. Besides, Fed's own website has this picture of him as a four-year old, and he's already using a full size racquet, as opposed to the kid in the video, who is using a junior racquet with some unidentifiable stencil on the strings. And the kid in the video appears to have darker hair.
