Defensive skills in and of themselves aren't the best indicator of clay court prowess. Clay requires a specific sort of movement that Murray just isn't as comfortable with as the rest of the top 4. As such, Federer's movement on clay
is much better than Murray's, though it gets a bit worse every year as he ages.
