How did you not understand it? They literally have text at the beginning of the movie explains the concept of the Hunger Games. And then a video in the movie is played that clarifies some exposition and setting. And I'm not saying it's cool to depict kids being killed, even less killing one another, but if it's justified and established with a meaningful message, it's acceptable and actually compelling.
