the purpose of this is to decelerate hip and spine rotation before contact so that the energy goes into the arm.

when you hit with the leg on the ground you don't need to do that since the ground anchors you and allows for deceleration but in the air you have no anchor and thus kick the foot back a little when doing a jumping FH.
