GOAT WR without a doubt is Jerry Rice, he is the only player to be considered unanimously(for the most part) as the best ever at his position. He's Gretzky NFL style.

If he was able to fully commit himself, put in the effort and go over the middle, I don't think it's a far stretch to say he'd at least be in the conversation as best ever.
Rice basically invented Yards After Catch. He'd turn a 1 yd pass into 15 yards like clockwork. That and his off-season workout routine would get emulated by so many later pros. He was one of the best blockers for a WR. Rice wasn't particularly fast (around 4.6 40), but he made the most of his talents.
