Nadal's injury lay off raises questions for sure, but he has not played in 7 months, you can't make a blind speculation that he is "declining." Maybe his health is declining, but we won't know where his level of play truly is until at least May.
And Djokovic...? That's like saying Fed was declining in '06. He's played two tournaments this year and won them both. His competition has rolled over for him, that does not mean he is in decline.
Tsonga and Berdych had better years in 2008 and 2010. They made Major finals then. Their level of play was higher back then.
And one would have to be deluded to think Nadal is not in decline. He's still got Majors in him but he is in decline.
About Djokovic, his best year will always be 2011. His level of play in 2012 and 2013, so far, looks nowhere near as good. That is decline. Federer started to decline in 2007.
