Pre-stretching does 3 things I am ware of:
1: Alleviates coil memory.
2: It takes some of the elasticity out of the string making it less lively.
3: By taking out some elasticity tension maintenance is better.

The % refers to what % over reference tension to pre-stretch. 24kgs is about 53 lbs so the pre-stretch was about 58 lbs.

My guess: Because poly has little to no tensile strength; pre-stretching poly would take too much elasticity.
