Default Usta rating question

I know this is another one but I have to ask this...If a player has an year ending rating of 12/31/04 , when can they self-rate again. This player played two matches in 2003 and has not played since then. Trying to get this player on my team & everytime we appeal it gets denied.

What my section told me when I appealed was, your rating should be based on your ability and history, not what you feel that you are currently at but what you will be during the season after some matches.

I believe it is five years from the last computer rating, providing no contributing play intervenes.

5 years is correct now. And believe it is going to 3 years in 2007. But not sure if it wil be retroactive on past ratings.

The change is in effect for the coming 2007 year. Three years for <60 years old. 2 years for 60 or older.

From the USTA website:

Information for RETURNING USTA League players
If you’re a returning USTA League player you will begin your league season with your current NTRP computer rating. If you are under 60 years of age and received your computer rating before the 2004 league year, you may self-rate to enter the program. Computer ratings will stay in the system for 3 years or until replaced with a new computer rating. If you are 60 years of age and older and received your computer rating before the 2005 league year, you may self-rate to enter the program for you computer rating is only valid for 2 years unless replace with a new computer rating.
