sysop, will the new nike shirts, especially the summer global sublimated and global advantage tops be coming in size small?

Unfortuntately, the tops you are looking for will not be available in size small. Nike has eliminated size small in the most styles since majority of their sales come from the other sizes and their sizes tend to fit 'smaller' than other vendors. TW Buyer 2
