Default Funding levels in Division I conferences

On tennisrecruiting.net, you can see that some top conferences recruit pretty much exclusively from the ranks of blue chip ********, 5-star ********, and international players. Some lesser conferences have most of their commitments from 2-star and 3-star ********. Examples include the Atlantic Sun conference,
Big South conference, etc.

I am wondering if that means that 2-star and 3-star ******** actually have a chance at some scholarship money, or if it just means that these lesser conferences are getting 2-star and 3-star ******** because they have almost no money to offer in the first place.
