Is this all I get to see about ITF tournaments?
Do I get to see a Applicant or Competitor list before I sign up like USTA?

That's all you get to see. The ITF website stinks. About 3-4 weeks before the 1st day of the tournament, an Acceptance List will be posted. You'll find that tab.

From that list, you'll see the top people accepted, approx Q qualifiers, 2 wildcard slots. If you wan to apply for a wild card, you must submit it to Angela Garcia (USTA player development) no later than 5 days after the registration deadline

On the 2nd page of the Acceptance List, begins the Qualifier's list. Both pages will change as the tournament gets closer to the start date. But hardly EVER does an ITF tournament director, EVER, update an Acceptance List. If you're on the qualifier's list, you simply must decide if you're going, regardless of who else is on the list.

Do you think it would be better if I applied for a wild card or just got listed in the Qualifers list for my first ITF?

If you're going to that tournament, in Poland, and you're primarily a USTA kid, then apply for a wild card.

One way you can guage it is look at the Acceptance Lists for the prior months and compare that to the USTA's Bonus Points Lists. You might find an updated Acceptance list (posted close to the start of the tournament). Otherwise use the draw shee from the tournament. Do some comparison & analyze. See who got in, in the past & how they were ranked.

Keep in mind, pretty much anyone who has any ITF points at all, will get in to a US ITF. Remember, you have to win two rounds in the main draw to get your first ITF points.
