Last year I was 111 National Men's Open, highest I ever was was #3 in Eastern Section, currently #4.
But I am competitive with the guys, just ranked highly because I play a lot, not due to actual ability. Guys on my team have beaten me in tournaments, so it isn't like I am sandbagging. J

(but yet you're still listed under the "Winning Player" column) It really ONLY punishes the captain and the team big time because they can have a lot of matches reversed from just one player getting DQ'ed. Ive seen teams go from being clearly in first place to 4th with no chance of catching up from this. And it does serve them right. Unfortunately like most things, whether you want to admit it or not, captains go overboard trying to make sure they move on somewhere. It only really takes a few teams in the entire country that do this to pretty much screw up fair play (and the ratings) for everyone else, because they will make it all the way to the end where they'll clobber the teams that are trying to play fair. (then those teams will go back home and they will feel they have to do the same, etc...) They need to continue on this serious path so captains think twice about going overboard with signing up under-rated players. Players need to play in the level that they belong in, and that is just the bottom line. If everyone plays well and the team is setup in a way that helps you out (lineups, availability, etc....) and you make it to sectionals or nationals or wherever, that's cool, but they really need to end this concept where team's ONLY purpose for being out there is to go on to the playoffs so they go thru any lengths to make it there.

If they could use them to get into playoffs, many (if not most) coaches would take that exchange even if they could not use the ringers for playoffs. 2) Players play to win their individual matches, and these will stand for the legal players. The captains manage their teams to have successful seasons. This is why the captains dont run out their best lineup every match in an attempt to keep a full roster of reasonably happy players and maintain success. By forfeiting team match wins you definately punish the captain. His goal is to have a successfull season and forfeiting match wins harms the captains efforts to attain his goal. The players might lose out on the opportunity to make playoffs, but no player should expect a guarantee of the postseason. The players that play by the rules still have their ratings improve or decline based on their performance. These players still have their results published on Tennis link for the world to see. And these players have the opportunity to play in the post season next year, perhaps with another more scrupulous team captain.

If the team, the captain or the other players care so much (outside of what they should be caring about which is playing tennis), then they should stop trying to get players that they clearly know is out of level. If you are upset by that as a player then DONT play for these kinds of captains, that's just the bottom line. We all usually know who these guys are. You dont win prize money for going to the playoffs. You dont even get a paid trip anywhere, you have to pay for it yourself. You even have to pay a HUGE fee for your entire team at some point. So what's the point of going? It's because AS A TEAM you've accomplished something. If you had players that dont even belong at your level and those matches counted, then you cant say you accomplished anything. (especially if absent those wins you would not even make it out of the local league)
