I just got a brand new racquet (Dunlop M-fil 200) from TW in the mail today and when you shake the frame it rattles. It would seem as if the racquet came with a broken grommit or something else is broken inside of it... no worries? or should I try to get it replaced or what?

It may likely be due to some debris of graphite inside. Try carefully opening the butt cap and shake out the debris, and then reinstall the cap. If the inside continues to have materials drop off, you really have to ask for a replacement as it must be a lemon that has escaped from the quality control process.

I just like to add the above "opening the butt cap and shake out the debris" advice really works. I had my Head racquet which had this annoying rattling problem and the problem was easly solved using this method.
