Of recently retired players, perhaps Taylor Dent and Joachim Johansson. In this article Joachim talks about hitting second serves around the 200kmh (124 mph) mark.

I did some more research. Andy Roddick is the man. His 2nd serve average at Wimbledon 2004: 110 mph. He was serving 112 and 113 in the SF and QF, respectively. And Johansson hit a 130 mph second serve against Roddick in their 2004 USO match. Both of them had similar averages, but Johansson went for more. Although Roddick hit a 122 mph second serve also. Roddick doesn't even hit second serve flat. He hits heavy kickers all the time. It can't be over 110 mph, let alone 125, lol.

I was just checking at this year's AO, and Raoic's 2nd serve average speed against Kohlschreiber was 169kmph which is around 110 mph.
In davic cup last year and this year, Raonic was hitting a 122 mph 2nd serve on average if that helps.. |

Roddick used to consistently average around 105-110 on his 2nd serves. Very impressive considering he also rarely double faulted.

Yeah, that is why he was serving up to 115-120 mph and higher on second serves regularly in his career. Do you ever miss a chance to show off your utter ignorance?

I've noticed that players generally clock higher second serve speeds than normal at Wimbledon.
Not sure whether the guns are juiced or if it's a deliberate strategy by the players.
