Schools with sunny weather are preferred, but I'm open to anything if the experience makes up for the poor weather (I'm from washington, after all, almost anything is a step up in terms of tennis weather.)

Almost ALL Community Colleges in warm weather areas can help you with what you are looking for. Research that avenue, as a CC is more cost effective, you gain 2 years of college playing experience and give D1 schools a chance to see your record improve.
As a college freshman and sophmore you are taking basic classes and required classes for graduation, also an AA Degree in general studies is a great degree with the most transferability. Be careful not to major in a particular area at a CC. Research your 4 year school and get their requirements for a BA degree and take those classes. Look into Citrus College, in Azusa, CA it is right next door to Azusa Pacific University, a great school, both schools have a tennis program I think.
