what effect does the location of the lead tape on the racket (10 and 2, 3 and 9) have on the racket?

3 - 9 = stability of the racquet
10 - 2 = stability and power but if u want both stability and power itll be better if u put a bit at 12 and a bit at 3 and 9

And at 12, all power/no stability change, at 6 no power or stability change, just added weight and ability to plow through the ball more easily.
