Default When to slice

Im a beginner in tennis.

I want to know when to slice the ball.
I think one situation is when ball keeps too low or ball is too high, a slice would be good.

How slice could be used as good weapon.
and when not to slice?

Need your advise please.

Slice can be used to catch your opponent off guard, i.e. the drop shot, but it also has several other uses. Slice can be used to reset the point so to speak, if you are pulled off the court a low slice from the fore hand or backhand side is a great shot to buy you some time to get back in the point. The slice can be used on low balls where topspin would be ineffective, and on high balls, if there is not enough room to back up and let the ball drop into your hitting zone, with which you could employ topspin, then the slice is a another good option...

slice is good for approach shots it keeps the ball low and forces them to hit up
slice is good for return of serve the "chip and charge" or to get the ball at the feet of a serve and vollier
a wide angle short lice draws your opponent in which may not be a comfortable place for them (ala federer)
slice is probably not so good for passing shots since it travels slower and tend to rise in its flight path.
and yes slice is good for high balls and very low balls
slice also changes the tempo of the ball or rhythm of the rally which can sometimes force an error.

There are various situations to slice. However, it does depend on your backhand as well.

If you have a two-handed backhand, it's good to slice when the ball is low since the two-handed backhand struggles with low balls.

The one-handed backhand slice is for high balls, unless you can jump like Amelie Mauresmo for those.

Slice when a ball is hard to get and you need time to recover.

Also do a light slice in order to chip and charge.

Slice to change up your opponent's gamestyle with different spin.
