i would say Federer in 2004-2007 maxed out his playing ability
also, Roddick in 2003-2006, Agassi, Djokovic's 2010-11 seasons, along with Sampras throughout his career. Nadal throughout his career, especially on clay. Would also have to throw Olivier Rochus in this mix too for what he has achieved, due to his height Current player that come to mind that haven't (yet) (or didn't) max out their tennis playing abilites are: Andy Murray, Gael Monfils, Guillermo Coria... any others with huge talent that seemed to be wasted?

Albert Montanes has reached his max, and Davydenko as well.
I believe Nadal has achieved his max, I don't see him getting any better.

Mats Wilander is the archetypal overachiever. Even though he burned out relatively young, I think he won way more than he was supposed to.

I think the top 3 have all definitely reached (and passed) their full potential. No way are Federer at 30 and Nadal at nearly 26, suddenly going to get better than they were at their incredible peaks and it is almost impossible to see how even Djokovic could improve on his breathtaking performance in 2011!
Of the other top tenners, I would say they all still have potential to get even better with the exception of the two ' oldies' Ferrer and Fish (both now in their 30s). Other 'oldies' like Roddick, Ferrero and Davydenko have obviously long since maxed out their potential while I have the feeling that Del Potro will never again scale the heights of his 2009 performance (but still reserving judgement on that one). Most of the younger players like Raonic, Dimitrov, Tomic, Harrison etc. have obvious potential if they can stick at it and work to improve. I would include Isner who, even at 26, has shown signs of obvious improvement and even Gulbis who still has the potential if only he could regain his motivation and focus.

Gasquet has pretty much reached his potential. Not much of a serve, lasso forehand, not that big . . . I don't really see him doing much better than he is. 10-30 in the world is pretty good for his size and deficiencies.
