It does look like it, but it's actually 318 unstrung. "市販モデル" means "retail model".

I'm taking my two Japanese Steam 95 pro models to get strung today, but before I do, I thought some of you would like to see pictures.
As you can tell, this frame has PWS and isn't quite as boxy as the 100, and there are a few cosmetic differences in the paintjob. For example, it has "pro model" on the right side, "BLX" on the bottom of the hoop instead of the head size, and "Wilson" on the right inside of the hoop instead of the head size. Wilson also offers another, more user friendly, 95 Steam frame with slightly different specs. If memory serves, it was several grams lighter and a little more head heavy. It is 37,800 yen in off-price.
Rackets usually cost around 35,000 yen in Japan. Rackets are usually sold from the price in 30%off. Therefore it is not a rare price so in Japan. The yen is abnormally high in an exchange market. Therefore it is only high when everybody thinks in dollars.
