Tradition, probably. I think tennis is often looked upon as a bit of a genteel sport compared to running or basketball or whatever, so the clothes reflect that a bit... ladies in skirts, gents in collared shirts (though not as common now, I suppose).

I keep wearing my collared shirts and the women can keep wearing their skirts. Nothing wrong with not looking trashy.

They should wear shorts similar to those volleyball player's wear.

Another reason to wear skirts: camel toe if we wear just shorts tight enough to fit balls.

Unless we start wearing soccer or basketball length shorts, balls won't be secure in shorts. Shorter shorts don't fit as many balls.

Current tennis shorts like azarenka's actually has another tight shorts underneath to fit balls.

In fact, skirts are really starting to catch on in other sports. Look at lululemon's running skirt.
