Does the o3 white grommet set come with a hard and soft throat piece?

Or perhaps only the soft throat piece is included these days?

It appears that our current stock of these grommets does include BOTH options, hard or soft throat pieces.

This is subject to change if Prince so chooses, but for now you should be fine.
