i never understood that. i got shouted at for taking photos of tiger woods at a golf tournament. my flash was off, what's the big deal.
it's not a real sport anyway.

you are not allowed to take pictures - but I'm sure painting them or drawing them should be fine. It's about the right pace for that!

Rule was put in when Polaroid Camera's were in style and had a big flash to them. Plus, you had to wait for the film to develop and the remainders of the photo development where thrown on the ground and were hard to dispose of on the course.
