Can a player transfer after fall season and play for new team in Jan?

You may have to contact the school he wants to attend and talk to the coach and ask the same question. Does he have a tennis recruit video made that he can send to him/her to show his ability? Did he have a national ranking as a junior? Right now he's a small fish in a big pond, he can go to a smaller school with a program willing to give a scholarship and he can develop as a player there.
Brad Gilbert started off at a junior college program (Foothill College) and transferred to Pepperdine later in his college career and he became a top ten pro is a good example. Keep in mind he wasn't a highly recruited player and wasn't a standout as a junior but developed into a fine player. Is the coach at his present college willing to give him a letter of recommendation? Anything helps.

Why doesn't he ask the coach to meet at the end of the season to evaluate his status on the team? At that meeting discuss scholarship possibilities for the next season and what he needs to do to break into the singles line-up based upon his success in practice matches? If the coach will not give him a scholarship and provide a clear path to what he need to do to play in the singles line up, ask the coach if he would support his request to seek a transfer?
I think his coaches would give him a letter of recommendation.

I'm sure they could transfer after fall but who's to say if they do that, they can walk on and play some where else. Clean break or ride it out. Also consider how it will impact them academically to switch universities mid year. Since they're not on scholarship you'll likely be paying for a semester of classes that won't transfer.

I don't know the answer for certain (sorry about that), but I think if he plays in the fall at one school, then he will not be able to play at the next school until the following fall. That is based on following the "careers" of several tennis players that have transferred over the years.

In a nutshell, she was given a scholorship to play for U Florida but didn't get enough playing time so she transfered after her freshman year to U of Virginia and won the NCAA singles title in her sophomore and senior year 2014 and 2016 respectively.
Imagine if she would have stayed at UF? She wanted to play and prove herself but the program stifled her progress. She took the leap and is now a succeful pro. Sometime you have to go where you are appreciated.

Seems odd that a competitive coach wouldn't put the 2nd best singles player on the team into the lineup, regardless of scholarship status. Looking at his results this year, there's nothing that would indicate that he is definitively better than the other depth players on the team. He is 8th on the team as far as UTR but that's not the be all and end all. If he believes that he has more potential than his current coach believes and could thrive elsewhere than certainly look into transferring. More match play in singes would definitely help.
