The answer is 2003-2007. Federer was able to take advantage and win the majority of his grand slams during this timeframe, before Djokovic and Nadal (other than clay) arrived.
The grouping of years is different it how i would have it.
I would have done a 2004-06 vs 2007-2009 vs 2011-2013 vs 2014-2016 vs 2017-2019 type thing.

In addition, 2015-2019 Djokovic still had to deal with a declined Federer, whereas 2003-2007 Federer had a Djokovic that was even worse (still a Djoke).
