There are atleast 1 million of planets with life blooming in the milky way galaxy alone, and as far as intelligent life is concerned, I'm sure the number is not bigger than a couple of hundreds due to the great filter.
And I don't know about their behaviour, so all Is say is that they're observing us but not getting involved, atleast for now.
