It is 137 square inches. There is also a limitation on total string length, which got at least one of the Head Ti's banned. There was a Big Bubba 32 which gets a double ban, due to the length and head size.
I thought the BB32 head size was 137 sq. in.

That's about 140 sq. in. using the area of an Ellipse (15.5" x 11.5").
So it may be a bit more than 140 sq. in., using a realistic/traditional shape.
If the racquet head was a rectangle... it could be approximately 178 sq. in.
Keep in mind that the sq. in. measurement is just of the stringbed and I bet the ITF rules measures to the edge of the frame. So, it would likely be a little under 140 sq. in. with an ellipse shaped head.
