Was on the phone with the Wilson rep today...and he casually mentions Wilson is getting Del Potro a new stick. cool. then he informs me Fed has been testing out a few new prototypes to hit with, with the main difference in that he's testing out a larger head size. 93-95!!!!!!!!

Roger should slip some 90" sticks into Rafa;s bag the next time they play. Rafa will be too busy lining up his bottles to notice. then we'll know how much difference technology really makes

Let's be honest here, the BLX PJ is a huge step down from the K-Factor. Potsie refuses to touch it, and while Fed hasn't said anything publicly, I wouldn't at all be surprised if he asked Wilson for something nicer too.
I also think that a lot of the people who've bought Fed rackets (especially those rated 2.0 - 4.0) have really struggled with its comparatively small headsize and complained as they've gotten their posteriors kicked by similar-level players wielding larger, lighter sticks.
So imo Wilson will take a page from 2003 and have Fed PJ a larger headed stick, one with edgier colours and graphics and a headsize that will be more appreciated by rec players.
In the final analysis, Fed's shanks have stopped being a problem and as long as he keeps playing at the level he's been at since 2010 WTF, he probably won't change sticks.

This post here from the famous Fabfed thread on the topic has side-by-side comparisons of Federer's actual frame vs the retail BLX (albeit the "Asian" version) and it is a fact that they have slightly different inside-throat decals - as evident in the photos. So, they can't really be called retail models unless the decal side changed with production runs (which is likely??) - regardless of whether they are the identical internally. Either way, Federer's have stayed the same so his could be from one run/era as opposed to being taken from 'normal' stock whenever they need more.
Basically, until someone cuts one open we have no way of knowing whether the internal composition is the same as a retail model. His may be braided kevlar/graphite like an original PS85, or use the K6.1 Tour composition... It is highly likely they could have a slightly different flex etc from the retail model - or at least all chosen to be similar before being sent to P1. We only know what goes on with them after they reach Priority One.
