I don't know of any public indoor courts. Most people just play club tennis in the winter. A lot of clubs have special rates for just a "winter" membership and don't make you have to join for the whole year.

You could just self rate- that's what I did.
But before you do- I would play some local tennis first and ask to play against rated NTRP players and see how you do. Make sure they actually have a legit NTRP rating. I guess people have said a 4.5 in one part of the country may not be a 4.5 in...
I think there are two types of 3.0 players. I am a 3.0 player after playing 10 months. I took a year off due to injury and other issues. However, I consider myself a player that can improve (due to athleticism, amount I can play; ability to afford lessons).

Yeah, my elbow (mostly- like deep inside my arm all the way around) and bicep REALLy hurt after playing today. I used this racquet on Saturday and felt ok. Just a twinge but nothing like today. :-(

I have always played with natural gut but I was scanning strings and I sa some with control in their names.

Um.......I spoke to soon. Played with racquet again (2/3 days) and my arm kills. I picked up my back up racquet and arm pain went away.
So, back to the drawing board.

The one I am trying to relocate broke racquets down by degree they cause arm problems; ranked the best arm friendly racquets; and listed the specs on the "ideal" arm friendly racquet characteristics.

I don't have it saved anymore and thought it had great information. It ranked the racquets and showed racquets that have caused arm problems. It also talked about best traits for an arm friendly racquet.
