If they do their forecasting correctly, then this wouldn't be a problem. They would handle it at the gate like they are supposed to do. If they need true volunteers, after the plane has boarded, then just offer enough incentives to get someone to give up their seat.
I've read about other airlines where they do it right. Delta is often cited.
