    Anyone know the standard USTA response for this situation?

    If he's a self-rated 3.5 and plays up on a 4.0 team, then he'll just be "promoted" to 4.0 and his 4.0 matches stand. If later in the same league season he gets more strikes and is moved up to 4.5, then the matches played will be DQ'd. A player can get DQ'd twice in the same league season.

    The League Coordinator is supposed check the Duplicate Player report to see if a player has registered for more than one team at the same playing level. TennisLink doesn't stop a player from registering on more than one team in the same league.

    That's a good point. Since the net touch applies to anything the player is wearing or carrying. But I think in this case, the initial cause was the ball falling from the player's shorts then her hand onto the court, which should result in a "let" if called immediately by the opposing team.
