Absolutely, his "worst" final was a 4 set loss that featured 2 amazing tiebreaks, and the closest thing he had to an easy Wimbledon finalist was against Cilic when he was at the grand age of 35 (not counting Philipousis as nobody's first slam final is easy).

Of all the players I've seen, Federer was the best of them all on grass.
