2019 ITF Transition Tour

New User
The new transition tour tournaments, which will offer $15,000 in prize money, will replace the existing $15,000 men’s and women’s tournaments on the ITF Pro Circuit in 2019, and will award ITF Entry Points instead of ATP and WTA ranking points.
In women’s tennis in 2019, $25,000 ITF Pro Circuit events will continue to offer WTA ranking points while in men's tennis they will offer both entry points (all rounds) and ranking points (later rounds).

What I don't get is: why do they need entry points? What are they used for? How many entry points do you need in order to have access to ATP Challenge Tour?
If I am not wrong, ATP Challenge Tour is the last one before getting access to the qualifying rounds of a tournament, right?

Thank you.
