ive never heard of that college
Best bet would be to contact their athletic director. He/She will probably have an answer.
Most viable options:
#1 - Budgetary reasons
#2 - Title IX restrictions (if they add a men's tennis team, they might also have to add another women's sport to keep the ratio of mens to womens sports participants relatively equal. )

I was going to attend SUNY Albany when I got out of high school a few years back and I was very disappointed when I found out there was no tennis team. I always wondered why, too.
more than likely Title IX, along with Budget Constraints.
The Great Danes, right? Superb schools, the SUNYs. I thought about going to Albany (I visited, and hit with the team -- they did have men's tennis back in the 80s), but I ended up getting a ride at a small DI school and got a great education. So, no regrets.
I would like to hear about your experiances at Creighton- I'm sure others would also, to compare D1 "smaller" school experiances.
probably funding. check other sunys tho i know stony brook is a top suny with a d1 team, most sunys are d3 tho
Sports are very low priorities at all the SUNY campuses, of which there are many. Most sports operate as clubs.
