Yes, But the reason they switched to hard courts, from what I've read, was that the USTA was sick of seeing S. Americans/Europeans dominate, so they switched to a surface which would give Americans a better chance.
According to the ATP, the reason for getting rid of carpet in favor of hard courts was to lessen injuries, which they said was caused by switching surfaces between tournaments.
